"In recent years in Australia, there has been a growing concern amongst academics concerning deficiencies in public sector planning and decision making in the telecommunications industry in general, and in the satellite communications segment of the industry in particular. This paper focuses on the planning and decision making processes and comments on some of the major shortcomings that have been identified in planning the adoption and implementation of the sophisticated high-cost satellite communications system known as AUSSAT."--p. 2.
