"For some years there has been concern in Queensland about the accessibility of and participation in higher education, particularly for those people who live in the rural and remote areas of the State. The various issues of unmet demand, underfunding by the Commonwealth Government, existing and alternative structures, and the State's role in stimulating greater participation amongst other matters, were addressed by a Committee of Inquiry into the Funding of Higher Education Places in Queensland, under the chairmanship of Mr C. Sherrin, MLA, which reported in July 1988 to the Honourable B.G. Littleproud, MLA, Minister for Education, Youth and Sport" -- p. 1.
