Health service environments are by nature large, dynamic and complex. To achieve any much-needed health care reforms requires effective health care collaborations to overcome these complexities (Bosch & Mansell, 2015). This involves individuals or groups undertaking shared and participative decision-making and sharing authority and responsibility (Morley & Cashell, 2017).
