Until now, discussions on criminal policy in Japan have mainly focused on a homogeneous view of the situation nationwide, and little has been done on differences between regions. Little attention was paid to it. However, in light of the fact that the trend towards decentralization has been active in recent years, even in criminal policy It is conceivable that regional characteristics can be seen. Therefore, in this research, we set governance research as a theoretical background and The purpose was to examine the heterogeneity and homogeneity of policies between regions. Specifically, the Using text mining, we analyzed the local recidivism prevention plans of 42 prefectures, and analyzed (1) how each prefecture's recidivism prevention promotion plan should be implemented. and (2) whether there are regional characteristics among prefectures in terms of emphasis.
