Can the characteristics of judicial independence by defined and measured?

The judiciary is the third branch of government. The rule of law requires that the judiciary be independent from the other branches of government. This article examines judicial independence and the characteristics which may define judicial independence. On the basis that certain characteristics can be identified this article then presents the results of two separate surveys analysing whether the characteristics of judicial independence can be measured.
