This paper evaluates the development of the Taiwanese information, communication and technology (ICT) industry and examines the national ability to supply ICT skills to the industry and multinational companies (MNCs) in Taiwan. With a survey of 100 MNCs operating in Taiwan, the paper identifies different requirements of recruiting high, medium and low levels of ICT skills between manufacturing and service MNCs. The results suggest an extensive shortage of ICT labour, despite many efforts attempted by the Taiwanese government to develop and supply ICT skills at the national level.
