This paper presents an integrated framework for evaluating Cloud technology adoption in Australian local councils. A conceptual model is developed within the background of the Technology, Organization and Environment (TOE) framework and Human, Organization, Technology-Fit (HOT-Fit) framework for evaluating the Cloud technology adoption. This model is then tested and validated based on structural equation modeling of the collected survey data in Australia. The results of the analysis revealed that human and technology factors have a significant impact on the motivation to adopt Cloud technology. On the other hand, organizational factors have a very high direct impact on Cloud technology adoption intention. Finally, it is found that environmental factors have an impact on organizational motivation to adopt the Cloud technology. The study findings are expected to provide insights into the relevant factors for promoting the adoption of Cloud technology in local councils.
