Co-occurring mental illness substance use is the 'expectation not the exception' within either mental health or substance use treatment settings. Within clinical practice, professionals soon become aware of the grave challenge of treating mental illness-substance use problems and the chasm between the two service sectors and the disempowerment experienced by the individual, family and carers, often caught in between the two sectors.
