Tertiary education as human capital in Philippines development

This paper comprises a case study of the conjoint teaching-research function of some 240 faculty members across four campuses of the Carlos Hilado Memorial State College (CHMSC), a public sector higher educational institution located in the Negros Occidental province of Western Visayas region, south of Manila. It found that faculty were over-engaged in and committed to teaching at the expense of research, there being a generally negative correlation between academic responsibilities and teaching load versus research.
