An Organisation for Economic Co-operation and Development (OECD)report makes the case that there has been a global shift from solely externalcompliance and control of the school to one where the quality of schoolpractice is enhanced through eliciting and developing skills in negotiatedschool self-evaluation (OECD, 2013). In Norway, since 1999 a law waspassed making school-based negotiated self-evaluation mandatory.However, after a number of years it was clear that only 50% of schoolsactually followed this up.
